This is an old Takamatsu papier-mache mallet made in Kagawa Prefecture.
The magic mallet, which gives you what you wish for when you shake it, is a symbol of wealth and is considered to be auspicious. This is a valuable item made in 1973 by "Miyauchi Fusa" (1883-1985), a well-known maker of local toys.

Even though he was over 100 years old, Fusa continued to make paper dolls, and the paper dolls he made were unpretentious, and their unique shapes gave off a sense of openness and security that would make anyone smile. Even though he was recognized as a Person of Cultural Merit, I think he simply loved making dolls.
There is some peeling of the paint on the handle of the mallet, but other than that it is in very good condition, and it is clear that it has been treasured and has been preserved in its original box, which was likely given as a gift.
